
Meter upgrades cause more confusion than almost any other electrical job, mostly because the responsibility is split between your retailer, the network and a [Level 2 ASP](/level-2) — and it's not always obvious who does what. Whether you're switching to a smart meter, installing solar, or upgrading your supply, here's how the cost and the process actually work in Sydney.
What Triggers a Meter Upgrade
The most common trigger is the ongoing rollout of digital smart meters (Type 4/5), which are replacing the old spinning-disc accumulation meters across NSW. When your old meter fails, when you switch retailer, or when you sign up for a plan that needs interval data, a smart meter goes in.
Solar is another big driver. A new solar system needs a bi-directional meter that can measure both the power you draw and the power you export back to the grid — an old meter simply can't do this correctly.
Finally, supply upgrades trigger metering work. Moving to three-phase, adding a separate meter for a granny flat, or a switchboard upgrade all involve the metering being reconfigured or replaced.
Who Actually Owns the Meter
Since the NSW metering rules changed, your electricity retailer — not the network — is responsible for your meter. The retailer engages a metering provider to install and own the meter, and in many cases the basic meter swap is arranged and paid for by the retailer as part of your plan.
This is why, for a simple like-for-like smart meter swap, you often don't pay a separate install fee — the retailer coordinates it. Where it gets more involved is when the meter change is tied to physical work on your switchboard or supply, because that's a different scope entirely.
Ausgrid, Endeavour Energy and Essential Energy still own and manage the network and the connection, but the meter itself now sits with the retailer's metering provider.
The Retailer vs Level 2 ASP Roles
Here's the part that trips people up. The retailer's metering provider handles the meter device — installing, exchanging and reading it. But if your meter box, switchboard or supply doesn't meet the standard required to fit the new meter, that remediation work is a Level 2 ASP job, and it's usually the property owner who pays for it.
So a straightforward swap can be retailer-arranged and low or no cost to you, while a swap that requires the switchboard to be upgraded, the wiring re-terminated, or the meter position relocated becomes a separately quoted ASP job. We frequently get called in when a metering provider has attended, found the board non-compliant, and left a job undone.

Solar Metering Costs
When you install solar, the meter must be upgraded to a bi-directional (import/export) meter. If your existing meter is already a compatible smart meter, the reconfiguration can be simple. If it's an old accumulation meter, it needs replacing, and the switchboard often needs work to accommodate the solar connection safely.

Getting the metering right is what ensures you're properly credited for the power you export. A botched or delayed meter change can leave a new solar system feeding the grid without you being paid a feed-in tariff for it.
What Drives the Cost of ASP Metering Work
For the ASP portion, the cost depends on the state of your existing switchboard and meter box. A modern board that just needs a tidy re-termination is quick; an old ceramic-fuse board or a corroded meter box that needs replacing is a bigger job.
Relocating the meter, adding a separate meter, or reconfiguring for three-phase all add scope. So does any consumer mains work if the supply needs upsizing at the same time.
