Across established suburbs of Sydney, most homes and businesses are still fed by an overhead service line — the wire running from a network pole to a bracket on your roof or your own private pole. Overhead services are quick and economical to install, but they are exposed to weather, trees and vehicle movements, and they must meet strict clearance and attachment rules. Any work on the network side of an overhead service is Level 2 ASP work.

What an Overhead Service Is

An overhead service is the aerial conductor that carries electricity from the distribution network's pole to your property. It terminates at the point of attachment — usually a bracket bolted to the roof fascia or gable, or the top of a private power pole on properties set back from the street.

From the point of attachment, the overhead consumer mains run down to your metering and main switch. The network owns the service line up to the point of attachment; from there the mains are the property owner's asset. A Level 2 ASP is licensed to install, replace and repair both the service line connection and the point of attachment.

Points of Attachment and Clearances

The point of attachment is a critical part of an overhead service. It must be structurally sound enough to take the mechanical load of the service line, positioned so the conductors keep safe clearances above the ground, driveways, pools and structures, and located where the network's line can reasonably reach it.

The NSW Service and Installation Rules specify minimum clearance heights — higher over driveways and areas where vehicles pass than over a garden — and minimum distances from windows, balconies and other buildings. If a service line sags too low, passes too close to a structure, or the attachment point is failing, it becomes a safety issue that a Level 2 ASP must rectify. This is a common cause of point of attachment repairs.

When Overhead Services Need Attention

Overhead services live outdoors and take a beating. Storms and high winds can bring branches down onto lines, corrode brackets and loosen attachments. Older services may use undersized or degraded conductors that can no longer carry the load of a modern home with air-conditioning, an EV charger or a pool.

Warning signs include a service line that has drooped noticeably, a bracket pulling away from the fascia, visible damage or arcing, or flickering and voltage problems inside the home that trace back to the connection rather than the internal wiring. Any of these should be assessed by a Level 2 ASP, and some — a fallen or dangerously low line — are an emergency.

Overhead vs Underground

Overhead services are cheaper to install and easier to fault-find and repair than underground services, which is why they remain widespread in older Sydney suburbs. The downside is exposure: weather, trees and vehicle strikes all put overhead lines at risk, and they are more visible in the streetscape.

Where an overhead service is at the end of its life, or where a property owner wants to remove the poles and wires from their block, a Level 2 ASP can convert the supply to underground. This involves a new connection point, trenching and a coordinated changeover, but it removes the weather exposure for good.

The Role of a Level 2 ASP

Installing a new overhead service, upgrading an undersized one, relocating a service line, replacing a failing point of attachment and rectifying an overhead defect notice are all Level 2 tasks. The ASP confirms the connection arrangement with the distributor, prepares the application, carries out the work to the Service and Installation Rules, and makes the live connection at the network pole.
