Getting this wrong is one of the most common (and expensive) mistakes homeowners make. A Level 1 electrician quotes a job, starts work, then discovers halfway through that part of it is Level 2 territory and they're not licensed to finish it.
Level 1: Inside the Meter
A Level 1 electrician handles everything downstream of your meter box: internal wiring, powerpoints, lighting circuits, ceiling fans, internal switchboard components (fuses, safety switches, circuit breakers themselves), and appliance connections.
This is the licence category most residential electricians hold, and it covers the vast majority of everyday electrical work in a home or business.
Level 2: The Network Connection
A Level 2 ASP works from the meter *outward* to the street: overhead and underground service cables, private power poles, the physical switchboard-to-network connection, and any work involving disconnecting or reconnecting a property from the grid.
Common Level 2 jobs include switchboard upgrades that require a supply capacity increase, three-phase conversions, new metering installations, and rectifying network defect notices.
When You Need Both
Many jobs straddle both scopes. A full switchboard upgrade, for example, usually needs a Level 2 ASP to handle the consumer mains and metering side, plus internal wiring work that could be done by either the same ASP (if they're dual-licensed) or a Level 1 electrician.
